Latin American states have over many years been recognized as “norm entrepreneurs” in international relations. Recently, Latin America has particulated in the establishment of a second- wave of ‘third-generation rights’, articulating African, Asian, Islamic, and Latin American concepts of collective rights, responsibility, solidarity, and social justice.
