This review of the two decade history of the Tanzanian National Community Forestry Programme revealed that people's low interest in communal woodlots was due less to limitations of land and labour (though this factor was important for women) and more to the uncertainty of tenurial arrangements and benefit sharing. New approaches allowed for more control and choice for local people, including support of private woodlots.
