This options paper was commissioned by the DAC Network on Development Evaluation to assist it in selecting an appropriate way of following up on the March 2005 Paris Declaration on Aid Effectiveness. The paper makes a qualified positive assessment of the “evaluability” of the Paris Declaration commitments, and considers various options for the design of a programme of evaluation work. It comes to the conclusion that, given various constraints and trade-offs, an optimal approach would be a set of four connected but loosely integrated evaluation activities, each capitalising upon a distinct type of strength.
