This Handbook provides a primer for policy makers, trade negotiators and researchers to help design viable national trade negotiating strategies. It is intended to be of general use in developing countries and, in particular, to support a series of country level case studies. These studies will help in the formation of coherent trade and development policies and then provide a better basis for the planning of both Governments and aid donors. There is a pressing need for such a handbook because the international trade system is in a state of flux and negotiations are occurring at multiple levels, and these levels impose a high cost on the strained financial and human resources in developing countries.
