This paper develops a framework to assess multilateral agreements to inform debate on potential post-2015 frameworks.

The study examines international agreements in three policy areas: environment, financial regulation and human rights.

A significant part of the research is focused on multilateral negotiations in the post-2008 era in an attempt to capture new diplomatic dynamics. However, the study also reaches back into earlier periods to look at successful international agreements such as the Montreal Protocol.
