This Research Report analyses public financial management (PFM) reforms in Kosovo.

The report starts out by looking at the broader reform environment in Kosovo, including the country’s political and institutional legacy, as well as the current social and economic conditions. The report then assesses the design and implementation of PFM reforms themselves, considering political leadership of reforms and the role of donors. It then studies reform progress over time and considers what results were achieved in terms of PFM outcomes and wider development objectives.
