This study considers the scope and distribution of Norway’s climate-change finance in a global context.

Developed country governments have repeatedly committed to provide new and additional finance to help developing countries transition to low-carbon and climate-resilient growth. This assessment considers Norway’s efforts to provide 'fast-start finance' in 2010 and 2011 in the context of the pledge by developed countries to mobilise USD 30 billion from 2010 to 2012 under the United Nations Framework Convention on Climate Change (UNFCCC).

There are divergent views on what 'counts' toward international climate finance in general, and fast-start finance in particular. Contributor countries have also taken different approaches to delivering and reporting on their climate-finance spending. This has impeded an informed discussion of the adequacy of efforts in this regard.

This assessment is one in a series of Open Climate Network (OCN) studies, developed by the World Resources Institute (WRI) and the Overseas Development Institute (ODI) in consultation with a range of experts that aims to shed light on how developed countries are defining, delivering and reporting fast-start finance.
