This report outlines an introductory method and tool to measure violence, abuse and neglect (VAN) in relation to older persons.  

The tool, commissioned by HelpAge, supports data collection around prevalence, types and drivers of violence in older age, including against older women and is suitable for use in the context of low literacy levels and limited access to technology.  

The lessons learnt from the design and implementation of the VAN tool in two test scenarios will be of use to non-governmental organisations (NGOs), multilateral agencies, government bodies and academics seeking not only to develop globally standardised tools and associated guidelines but also to fine-tune concepts and definitions relating to definitions and types of VAN against older persons.
