摘要 | Russia's ratification of the Kyoto Protocol brought the pact into force and establishes an international market for greenhouse gases. As Parties seek to meet their Kyoto commitments, the main interest in Russian climate politics relates to the supply of surplus emissions allowances and credits that could assist other countries to achieve compliance. This book assesses the prospects for international emissions trading and joint implementation with Russia in light of the economic, political and institutional factors which define them. Fundamental to this is an understanding of the interplay between Russia's economic ambitions, developments in the energy sector and its capacity to comply with Kyoto requirements. Potential future political and administrative developments are also considered. |
