The WFP Office of Evaluation has just released a “Top 10 Lessons for Policy Quality in WFP”. The lessons present good practice on policy formulation and practicalities based on policy evaluations conducted since 2008.

The note identifies key elements required to ensure a high-quality policy design: i) include a context analysis and ensure timeliness for wider relevance; ii) define the scope and prioritize; iii) develop a vision and a theory of change; iv) ensure external coherence; v) ensure internal and strategic coherence and integrate gender; vi) develop evidence-based policies; vii) validate and create ownership through internal consultation.

The analysis conducted also looks at other elements required to increase the likelihood of successful implementation: viii) invest in effective institutional frameworks, systems, guidance and accountability arrangements; ix) identify financial and human resource requirements; x) integrate monitoring, evaluation and reporting systems.
