| 摘要 | When Cyclone Amphan struck India and Bangladesh in May 2020, the two countries were struggling with rising COVID-19 infections (Ober, 2020). Hospitals were overwhelmed with victims of both disasters. Emergency responses to infrastructure and human damage lagged due to pandemic restrictions. |
