Given the urgency of the problem, governments will turn to many different sorts of policies and measures to combat climate change, including a number of measures that are either outright subsidies or might be considered subsidies under trade law. This paper considers an array of policies and measures that might fall into this category, many of which are already in place, and tries to assess whether they might be found to contravene the World Trade Organization's subsidy law. Finally, in light of that analysis, it offers a number of options that might help avoid the possible clash of climate policies and trade law.
