摘要 | Authors: Sergio Carrera, Elspeth Guild, Lina Vosyliūtė, Amandine Scherrer and Valsamis Mitsilegas With the participation of Mirja Gutheil, Gareth Harper, James Eager, Solveig Bourgeon and Quentin Liger Series: CEPS Paper in Liberty and Security in Europe This Research Paper examines the costs of non-Europe in the field of organised crime. It provides an interdisciplinary analysis of the main legal/ethical, socio-political and economic costs and benefits of the EU in policies on organised crime. It offers an in-depth examination of the transformative contribution that the EU has made, in terms of investigation, prosecution and efficiency, to transborder operational activities and the protection of its citizens’ rights. Finally, it seeks to answer the questions of what are the costs and benefits of European cooperation and what forms of cooperation would bring more European added value. CEPS Papers in Liberty and Security in Europe offer the views and critical reflections of CEPS researchers and external collaborators on key policy discussions surrounding the construction of the EU’s Area of Freedom, Security and Justice. The series encompasses policy-oriented and interdisciplinary academic studies and comment on the implications of Justice and Home Affairs policies inside Europe and elsewhere in the world. The study has been undertaken at the request of the Impact Assessment Unit of the Directorate for Impact Assessment and European Added Value, within the Directorate General for Parliamentary Research Services (DG EPRS) of the General Secretariat of the European Parliament. Sergio Carrera is Senior Research Fellow and the Head of the Justice and Home Affairs section at CEPS and Associate Professor at the Faculty of Law at the University of Maastricht. Elspeth Guild is Senior Associate Research Fellow at CEPS and Jean Monnet Professor ad personam at Queen Mary, University of London as well as at the Radboud University Nijmegen. Lina Vosyliūtė is Researcher in the JHA section at CEPS. Amandine Scherrer is Policy Analyst and European Studies Coordinator at the centre d’étude sur les conflits (CCLS). Valsamis Mitsilegas is Head of the Department of Law, Professor of European Criminal Law and Director of the Criminal Justice Centre at Queen Mary, University of London. Mirja Gutheil and Gareth Harper are Managing Consultants, Quentin Liger is Principal Consultant and James Eager is Consultant at Optimity Advisors. |
