摘要 | By Jay Jenkins and Katharine Neill Harris In an op-ed for the Houston Chronicle, Jenkins and fellow Neill Harris urge Texas lawmakers to support the implementation of Law Enforcement Assisted Diversion (LEAD) — a policy that they believe can both save taxpayer money and address the harms associated with drug use — in Harris County. LEAD allows individuals suspected of low-level, nonviolent drug possession to be diverted away from the criminal justice system.
