摘要Under the Jones Act, all goods transported between U.S. ports must be carried out by ships constructed, owned and operated by the U.S. This meant that foreign ships could not send resources to Puerto Rico after Hurricane Maria until the Trump administration waived the act.  Rice Faculty Scholar Ted Loch-Temzelides discusses whether the costs of the Jones Act outweigh its benefits.
